 Marinette County Cost Share Program
Many riparian landowners are beginning to recognize the benefits of natural shoreline versus urban style lawn. However, these individuals may not have the resources to restore their shoreline to a more natural, lake-friendly state by themselves. This Cost Share Program helps meet the need for technical assistance and funding for best management practices along or developed shorelines.
Purpose
Benefits of shoreline habitat restoration include:
- Reduced intensity and impact of human activities in the near shore area.
- Reduced near-shore use of pesticides and fertilizers.
- Erosion control, water filtration and absorption.
- Food, shelter, nesting sites, and over wintering cover for aquatic and earthly fauna.
- Enhanced littoral zone (shallow water) habitat for a broad range of vertebrate or invertebrate species by providing shade and cover with overhanging vegetation, and woody and vegetative debris contributions to the littoral zone structure.
Buffer Restoration
The establishment of a buffer zone of diverse native vegetation that extends inland from the ordinary high water mark. The restoration design seeks to restore the functions provided by the original natural vegetation, and includes a mixture of native trees, shrubs, ground cover or wetland species. The minimum buffer depth will be twenty feet with a maximum cost-sharable depth of fifty feet.
Natural Recovery - Preferred where native vegetation will recover naturally when protected from disturbance. Wet margins of lakes or rivers where turf grasses are not well established are particularly suited to natural recovery. Results may be slower than planted buffers, but are highly cost effective, and the end result may be more natural.
Accelerated Recovery - This restoration method is used in areas not suited for natural recovery. Native vegetation is re-established by seeding and planting. Areas where dense turf grasses have been maintained for several years usually require accelerated recovery due to competition that turf grasses give native vegetation and the lack of native seed sources.
Cost Share Rates for Shoreline Buffer Restoration range from 60 to 80 percent depending on the depth of the buffer.
Erosion Control - Erosion control consists of restoring and protecting shorelines against scour and erosion by using vegetative plantings, soil bioengineering, and structural systems. Erosion control must always be used in conjunction with the Buffer Restoration to maximize runoff pollution control and wildlife habitat benefits.
Vegetative Plantings and Bioengineering - The preferred method since it will come closer to restoring physical, biological, and chemical functions and values of natural shoreline.
Structural Systems - The installation of rip-rap or equivalent materials where high water energy, slope, or severity of erosion limit the effectiveness of vegetative plantings or bio-engineered solutions.
The maximum cost shore rate for eligilble activities is 50% of cost to a maximum of $2000. This practice may only be cost shared if a natural buffer with a minimum depth of 20 feet currently exists or is installed concurrent to this practice.
